The budget reduces the current year Proposition 98 appropriation by $5.9 billion through a mix of program reductions, deferrals and redesignation of funds. Of this amount, $2.3 billion would come from program reductions, which would reduce actual apportionments to districts in the current year. The reductions eliminate the partial cost-of-living adjustment and then are evenly split between categorical program funding and revenue limits.
